Dominions agree in principle with proposal and will take necessary steps to give effect to it at appropriate time.

b. As regards (11) we fear that owing to shortness of time available it would not be possible to arrange agreed text of general public statement. therefore contemplate

Ve that declaration should be issued

by United Kingdom and United States Governments and should be limited to their intentions. His Majesty's Governments in the Dominions may wish to consider whether they would like to issue parallel but independent statements ae to their own position.

C. te regret that in deference to wishes of United States Government we have felt it necessary to deal with this matter at such short notice and are very grateful for early and helpful replies which we have received from Dominion Governmenta.
